Kommunikation, Note: 1,7, Universität Erfurt, Veranstaltung: Europäische Öffentlichkeit - theoretische Konzepte & empirische Befunde, 17 Quellen im Literaturverzeichnis, Sprache: Deutsch, Abstract: Die Ausbildung einer erkennbaren europäischen Identität ist unabdingbar, wenn das Projekt Europa nicht nur ökonomische, politische und akademische Eliten betreffen soll. Aber gerade eine Identität scheint „das fehlende Glied in einem sonst erfolgreichen und funktionierenden System der EU“ zu sein. Dies stellt für die Europäische Union ein erhebliches Problem dar, denn ohne Identität ist eine europäische Öffentlichkeit, welche den Diskurs der Zivilbevölkerung zu politischen und gesellschaftsrelevanten Themen meint, nicht möglich. Eine Öffentlichkeit ist wiederum grundlegend für Demokratien, denn ohne Öffentlichkeit fehlt es europäischen Institutionen an Legitimation, das heißt ihr Handeln wird nicht von den EU-Bürgern unterstützt und durch sie gerechtfertigt. „Erst durch die Möglichkeit der Teilnahme an politischen Diskursen fühlt sich der Bürger auch dem politischen System gegenüber verpflichtet. Er versteht und akzeptiert seine Entscheidungen und kann danach streben, es zu erhalten.“ Die folgende Arbeit geht der Frage nach, ob eine europäische Identität möglich ist und was ihr im Wege steht.

Um diese Problemstellung zu analysieren wird nach einer Beschreibung möglicher gemeinsamer europäischer Bezugspunkte für eine kollektive Identität im historischem Kontext darauf eingegangen, warum eine europäische Öffentlichkeit, die es nur in Verbindung mit einer europäischen Identität geben kann, nötig ist. Ferner sollen ausgewählte Probleme im Hinblick auf die Herausbildung einer europäischen Identität dargestellt werden. Schlussfolgernd möchte ich Lösungsansätze sowie zukünftige Entwicklungsmöglichkeiten vorstellen.
